Trade Compliance Manager for Weatherford, an Oilfield Services Company headquartered in the US. . The person in this role is a key member of the Trade Compliance Team within Global Compliance providing advanced support to all product lines, manufacturing and R&D involved in international business in 80+ countries. The Trade Compliance Team is responsible for a wide breadth of programs including: classification data management and denied party screening within Amber Road -Trade Automation; drafting issuing and training on formal trade guidance and standards; creating and auditing trade procedures; providing oversight to all trade related government inquiries; and mitigating trade risk. The Trade Compliance Manager, in cooperation with Engineering and R&D, will review Weatherford’s oilfield tools for assignment of appropriate import and export classifications, and will review matters for US deemed export and technology control concerns in the countries in which Weatherford operates. The ideal candidate is a well-rounded team player that has the ability to lead working groups, but also works well independently, is comfortable presenting, works well without continual supervision, takes initiative, and strives for additional responsibility.
DUTIES & RESPONSIBILITIES:
Subject Matter Expert (SME) for export/import trade matters including HTS and ECN classifications, Deemed Export reviews, Origin, Valuation, Boycott, Sanctions, and Denied Party Screening
Evaluates new and existing WFT technology and software for both export and deemed export risk under the regulation of US Department of Commerce, BIS; NRC and trade regulations of other International Agencies in countries in which WFT works
Ensures continual compliance with government rules and regulations, changes in policy, and other government matters through daily monitoring
Determines appropriate Export Control Classification Numbers (ECN) for Wassenaar Treaty Member Countries, Harmonized Tariff Schedule (HTS) classifications for complex products, and evaluate the global export license requirements; support maintenance of parts classification (HTS and ECCN) databases in Amber Road for all countries in which Weatherford operates. Introduces process that classifications are identified during the Product Development stage-gate process
Drafts, delivers, and/or participates in training of WFT personnel on trade compliance matters
Responsible for coordinating, communicating and documenting compliance activities and programs.
Interprets Trade Regulations and provides guidance for all Product Lines, Manufacturing and R&D facilities on their application
Anticipate problems, recommend solutions, and diffuse situations
Strategically identifies, plans, and recommends projects and innovative solutions relating to Trade Compliance as appropriate
Leads and/or manages specialized working groups across Weatherford to promote and ensure consistency throughout the business on Trade Compliance topics, and rulings and inquiries from Customs Administrations worldwide.
Assists facilities in implementing Trade Compliance Standards and performs audits of the facilities implementation where support is required to support the efforts of the Product Lines, Manufacturing and R&D facilities
Manages special programs and daily needs of Weatherford relating to import/export requirements, including classification, documentation requirements, country of origin determinations, and application of free trade agreements, duty drawback, and other duty savings opportunities
Assists or lead the export license application process
Assists or lead in trade audits of Segment (Product Lines), Manufacturing and/or R&D facilities
Other duties as assigned
5 - 7+ years import/export compliance experience with emphasis on Import/Export Customs regulations and HTS/ECCN product classification.
Undergraduate Degree in Business Administration or related field
Knowledge of automated trade programs managing classifications and Denied Party Screening. Preferred experience with Amber Road’s Trade Automation
Must have experience leading cross-functional teams and projects in ensuring compliance with export regulations
Ability to understand technical product features and functionalities of oilfield tools to determine the related export or import requirements
Ability to make export jurisdiction & classification assessments for services, software, technology and product
Experience with global Free Trade Agreements (FTA)
Strong communication and time-management skills
Keen ability to prioritize work assignments in teams and individually in accomplishing goals
Must be product, process, and systems technically oriented
Ability to multi-task, manage large projects and drive to conclusion
Ability to think strategically regarding existing company activities that can be maximized to further the implementation of the Trade Compliance Standards.
Knowledge of the rules of origin and document requirements relating to FTA/FTZs
Communicates effectively horizontally and vertically within the organization
Experience working in a corporate export compliance program preferred (including experience with EAR and non-US export classification, licensing and controls)
Licensed Customs Broker
Certified Customs Specialist
Experience with IT development and implementation of trade software
Working knowledge of JD Edwards, Microsoft Office, and SharePoint
