This position is based in Ortona, Italy and reports into the Continental Europe Procurement Manager.

JOB DESCRIPTION

 

Job Description:

The position will provide procurement leadership for Italy and the Eastern Mediterranean Area.  The Italian Market is a mature market with focus on business retention and expansion into new business offerings.  The Eastern Mediterranean area – which mainly includes Albania, Israel, Cyprus and Turkey (with potential growth into Greece) – represents an emerging market both for Oil & Gas and for Weatherford.  This position will provide direct management over the procurement teams in Italy and East Med which is currently approximately 1.5 FTE but requires review and may increase to ensure compliance to company policy and alignment to industry best practice. The position consists of 4 key elements:

 

Leadership

  • Lead and provide guidance to the Italy and East Med procurement team members
  • Identify competency requirements and drive training and development of the Italy and East Med procurement team members
  • Elevate the competency level within Italy and E. Med to support the transition from transactional purchasing to tactical sourcing and procurement
  • Identify candidates as per Succession Management process and support development
  • Ensure adequate staffing levels for procurement in Italy and East Med.  Current staffing levels appear inadequate, so detailed investigation into the purchasing process and people involved will be required
  • Build/Maintain positive working relationships with the internal stakeholders and share relevant information
  • Reflect regularly on how we as procurement perform related to servicing operations, execution effectiveness, relationships with internal stakeholders, policy compliance, competencies and development, and progress against objectives.
  • Be a constructive partner in the Continental Europe (CE) geozone procurement leadership team and collaborate in driving initiatives amongst CE

 

 

Commercial and operational procurement

  • Lead the commercial and operational purchasing process and organization
  • Oversee and support the effective transition of transactional purchasing from in-country to the company’s designated offshore service provider
  • Identify and execute opportunities for process improvement that simplify processes, reduce cycle time, or improve process robustness
  • Ensure that products and services are timely purchased and delivered to field locations
  • Manage vendors and lead vendor negotiations at country level
  • Demonstrate a comprehensive understanding of the business controls policies & procedures deployed in Weatherford and serve as a role model within the Continental Europe organization
  • Ensure that Italy and East Med procurement is always compliant to the purchasing business controls rules
  • Maintain and manage data for periodic metric reporting to the Continental Europe and region management

 

Strategic Procurement and Contracting

  • In conjunction with local stakeholders, analyze current spend and execute on prospective opportunities for strategic tenders or negotiations to improve Weatherford’s cost basis
  • Work in conjunction with the geozone procurement team and Eastern Hemisphere sourcing organization to implement sourcing and procurement strategies and tactics to maintain and improve the company’s competitive position and P&L in Italy and East Med – leverage on existing supplier base in CE and develop new suppliers in-country as well
  • Search and identify new key suppliers to support the CE purchasing strategy
  • Promote early involvement of Procurement by Product Lines (PL) and Business Development (BD). Engage with BD and understand coming client tenders with high third party content; engage with PL’s to understand current and future business
  • Support the procurement team on vendor tenders, contract negotiations, supplier development, terms & conditions, contract management, business controls and administrative purchasing
  • Align contract templates across Italy and E. Med to ensure that are compliant with global standards and local statutory requirements and deliver the best value for Weatherford
  • Monitor and improve vendor performance across the geography
  • Ensure appropriate contract files are maintained in accordance with the document retention policy and support required audit activity
  • Ensure all purchasing savings targets are met, and drive the purchasing team to reduce the country’s overall spend

  • Ensure compliance with all safety rules and company policies of Weatherford
  • Ensure compliance with Weatherford’s Anti-Corruption Procedures, Trade Compliance policies and related policies

 

QUALIFICATIONS

 

 

Job Requirements

  • Completion of a graduate degree in Business Administration, Supply Chain, Industrial Engineering or similar disciplines
  • Minimum of 7 years of experience in Supply Chain Management, including a robust track record for strategic sourcing, vendor negotiations, process improvement, and people management
  • Experience of supply chain processes in JDE (preferred) or any other ERP system
  • A thorough understanding of procurement principles and experience developing procurement strategies
  • Proven experience engaging stakeholders
  • Strong competence in Influencing and managing change
  • Result and people oriented – effective in working with colleagues and suppliers in and outside the company
  • Experience of working in the Oil & Gas industry (preferred)
  • Understanding of Business Controls Policies, Processes and Procedures
  • Financial fundamentals and concepts
  • Project management skills
  • Negotiation and influencing skills
  • Effective written and oral communication skills – fluent in English and Italian
  • Presentation skills
  • Strong understanding on contracting fundamentals and experience negotiating commercial contract terms
  • Robust understanding of supply chain principles
  • Analytical skills, including detailed mastery of Excel
